Dualling the A11

Economic case for dualling the A11. Have your say by answering these questions...

Robert Bayley from Atkins Transport Planning has been commissioned by the East of England Development Agency (EEDA) to do a study on the economic case for dualling the A11. This study is to include the implications on the economy and residential growth in the area.

To strengthen his case Robert Bayley needs as many businesses as possible to respond to his questions below as soon as possible.
  1. Instances where a business has had to bear a greater cost, (either capital or operating) directly as a result of congestion on the A11.
  2. Instances where business expansion or growth has been hindered by the A11 - this could be lost contracts, unable to recruit suitable staff etc.
We need examples of the above quantified in monetary terms where possible; we are mindful of the commercial confidentiality of such data and would re-assure those who provide it that anonymity will be retained as details will not be included within the main body of the report - it will be presented at an aggregate level. Transport secretary Ruth Kelly has given fresh hints that a 2010 start to dual the A11 is still achievable, though ministers have yet to formally hand over the £135m needed for the scheme.

Mrs Kelly holds the key getting the scheme off the ground by agreeing to release the funds.

But in a letter to Norwich South MP Charles Clarke sent on the day of a planning panel's decision, she confirmed that a 2010 start date is achievable.

“I can confirm that, providing there is no undue delay to the statutory processes…a scheme start date of late 2010 is still achievable,” she wrote. “We are all agreed on the importance of keeping 2010 on the table, while we review the affordability of the East of England programme with regional partners.

“It had been our intention to public draft orders in July, however in the light of legal advice we are rescheduling publication to Autumn 2008. This is to allow time for updated surveys to be completed and the Environmental Statement, which accompanies the draft orders, to be revised.

“The existing surveys were undertaken in 2003/04 and are now considered to be time expired,” the letter added. “Following the completion of the surveys, the statutory bodies including Natural England and the Environment Agency will need to be re-consulted before final internal sign off.”

Meanwhile members of the the Thetford Business Forum, also welcomed the region's push to fast track the scheme.

Pat Pearson, of Pearson’s recycling in Thetford, said: “It is great news and we look forward to expanding our business to the west and seeing more businesses from the west coming to Thetford.”

Chris Starkie, chief executive of Shaping Norfolk's Future, praised the A11 Gateway East group for presenting the business case to get the dualling of the A11 brought forward.

“It is now down to Ruth Kelly, but we can not just leave her to make the decision and we will continue to lobby and petition her to make sure she gets the message,” he said.

Mike Brown, of Lovewell Blake chartered accountants and member of the A11 Gateway East group, said: “A lot of people will be taking credit for this project over the next few weeks, but it is a victory for common sense and for every man, woman and child in this county and hopefully it will be built as soon as possible.”

Make Norfolk a better place to do business

A group of business people frustrated at the delays in dualling the A11 have formed an action group called Gateway A11 East, to push the road improvements to the front of a long queue of government transport priorities.

Planning for the road has already been agreed. The plan now sits in a pile with every other road proposal across the UK in the hope of being accepted by the East of England Regional Assembly as worthy of allocation from a limited national road budget being shared out in January 2006.

If the A11 does not get accepted on this round of budget talks then it will be many more years before the scheme will be considered again.

The dualling is essential not only for the economic growth of the region but also necessary to reduce the amount of accidents in the area.
